Specifications include, but are not limited to: 3.1. PUMP EQUIPMENT 3.1.1 The City will evaluate, and select three (3) vertical turbine pumps and motors for the Power Dam Pump Station and three (3) vertical turbine pumps, motors and suction cans for the Goods Mill Pump Station, collectively referred to as the Equipment. Thereafter, the City prefers to purchase the Equipment directly from one (1) Manufacturer. Manufacturer must provide all material, equipment and labor that is required to furnish the Equipment as shown on partial drawings of the Power Dam Pump Station and Goods Mill Pump Station improvements that are included as Attachment K and further detailed in Specification 33 28 31 Pumps and Motors that are included as Attachment J. 3.1.2 The Equipment will be installed as Owner Furnished, Contractor Installed (OFCI) material as part of the Shenandoah Raw Water Pump Stations project. The Owner will, under separate contract, procure the services of a General Contractor to install the Equipment furnished under this RFP and perform work identified to be completed by the General Contractor in Specification 33 28 31 Pumps and Motors (hereinafter referred to as “Installation Contractor”). The Equipment must be installed and tested under the direction of the Manufacturer’s field representative as required by Specification 33 28 31 Pumps and Motors. Inclusive to this RFP, the Manufacturer must issue a Certificate of Proper Installation and a Certificate of Proper Operation for the Equipment. 3.1.3 Owner Furnished / Contractor Installed (OFCI) Product Requirements a. Equipment furnished by the Manufacturer to the Owner is referred to herein as Owner Furnished Equipment because it is being furnished by the Owner to the Installation Contractor. b. Manufacturer’s Responsibilities: Manufacturer will furnish products indicated and perform the following, as applicable. i. Perform site visits to field verify existing conditions. ii. Provide to Owner Product Data, Shop Drawings, and Samples. iii. Provide for FOB destination delivery of Owner-furnished products to Project site. iv. Upon delivery, inspect, with Owner and Contractor present, delivered items. v. If Owner-furnished products are damaged, defective, or missing, arrange for replacement. vi. Provide manufacturer's inspections, service, and warranties. vii. Inform Owner of earliest available delivery date for Owner-furnished products. c. Contractor's Responsibilities (Not included in this RFP): The Work includes the following, as applicable: i. Designate delivery dates of Owner-furnished products in Contractor's construction schedule, utilizing Owner-furnished earliest available delivery dates. ii. Review Owner-reviewed Product Data, Shop Drawings, and Samples, noting discrepancies and other issues in providing for Owner-furnished products in the Work. iii. Receive, unload, handle, store, protect, and install Owner-furnished products pending delivery schedule and construction schedule. iv. Make building services connections for Owner-furnished products. v. Protect Owner-furnished products from damage during storage, handling, and installation and prior to Substantial Completion. vi. Repair or replace Owner-furnished products damaged following receipt. 3.1.4 Work performed by the Manufacturer under this RFP must include, but is not limited to: a. Furnish factory assembled pump assemblies to include discharge head assembly, line shafts, column pipe, turbine bowls/screen/vortex suppressor, and factory assembled motors as shown on partial drawings of the Power Dam Pump Station and Goods Mill Pump Station improvements included as Attachment K and Specification 33 28 31 Pumps and Motors included as Attachment J. b. Coordinate Equipment delivery with the Owner and Installation Contractor. Dependent upon Installation Contractor construction progress, Manufacturer must deliver the Equipment FOB destination to either the pump station sites or to the City of Harrisonburg Central Stores Warehouse at 2111 Beery Road, Harrisonburg, Virginia. The latter location would be for temporary storage in the absence of the Installation Contractor being ready to accept delivery. c. Furnish and install all sensors, thermal protection instruments, accessories, and power termination boxes on the motors and pump discharge head that are not factory assembled to allow Installation Contractor to route conduit and wire to a termination box provided by Manufacturer. d. Provide a Manufacturer’s representative to direct Installation Contractor on installation of pump assemblies and motor assemblies to include setting pumps, setting motors, adjusting impeller heights and installing seals. e. Provide factory and field testing as required by Specification 33 28 31 Pumps and Motors. f. Provide the following certifications: i. A Certificate of Proper Installation for the Equipment shall be issued to, and accepted by, the DPU by the Manufacturer prior to any operation or field testing of the equipment. ii. A Certificate of Proper Operation for the Equipment shall be issued to, and accepted by, the DPU by the Manufacturer following successful completion of field testing. iii. DPU acceptance of both certificates shall be a prerequisite condition for Manufacturer to request a substantial completion inspection for final payment. 3.1.5 Work performed by Installation Contractor under separate contract, but coordinated to this RFP, is anticipated to include: a. Install foundations at PDPS and OFCI suction cans at GMPS. b. Provide crane equipment and site access as required to remove roof hatches and parapets, and install the pump and motor assemblies on the foundations at PDPS and suction cans at GMPS. c. Provide electrical and control conduit and conductors to the termination boxes on the pump motors and discharge heads.
