Specifications include, but are not limited to: 1. Collaborate with staff: The Consultant will be the primary lead for the stakeholder group but is expected to work collaboratively with District staff through all project phases. Set appropriate timelines and expectations for the project and provide regular updates. Meaningful and appropriate staff collaboration is considered critical for the success of the project and partnership between the proposer and the District. 2. Determine and execute the best approach(es) to achieve the desired outcome: Utilizing experience, knowledge and industry best practices, the Consultant will work in conjunction with the District to select participants following an application period; develop a meeting process, plan and activities, tools and tactics to support the process and plan; facilitate and support dialogue, solicit and prioritize interests of participants; support informational and educational needs to understand current opportunities, projects, challenges, ongoing work, etc. in the corridor. The Consultant will assist the District in identifying and securing local experts as needed to support these informational and educational needs. 3. Schedule and facilitate stakeholder meetings: Prepare meeting agenda and summaries. Secure meeting space, as in-person meetings or hybrid meetings are required. Be present in person for in-person or hybrid meetings. Take notes and provide notes/summaries to the stakeholder group and District staff. (Please see the proposed schedule below; this is included as a starting point for consideration, not a concrete timeline or facilitation plan.) 4. Promote constructive and meaningful dialogue among stakeholders and the District. Relationship building and establishing group norms among the various stakeholders will be paramount to moving conversations toward the desired outcome. The Consultant must be skilled at and have experience with moving groups through disagreement and challenging topics, as well as maintaining decorum. 5. Write and deliver a project funding and prioritization plan, approved by the stakeholder group, by the end of August 2024.
