Specifications include, but are not limited to: The State of Delaware Department of Government Support Services seeks professional services to develop a comprehensive all-hazards exercise program in accordance and compliance with the Delaware Homeland Security Strategy, Delaware’s Multi-Year Exercise Plan and the US Department of Homeland Security, National Training and Exercise Division, Homeland Security Exercise and Evaluation Program (HSEEP). To adequately test the state emergency preparedness response capabilities as they relate to all-hazards. To encourage mutual aid and strengthen a positive working relationship between multi-discipline and multijurisdictional agencies involved in a response to an all-hazards related incident. To validate strengths and identify improvement opportunities by conducting and observing an exercise and collecting supporting data, analyzing the data to compare performance against expected outcomes, and determining changes to procedures, plans, staffing, equipment, organizations, and inter-agency coordination.
