Specifications include, but are not limited to: In alignment with the CMS standards and conditions (42 CFR§ 433.112), this long-term IT contract seeks a Care Management solution that promotes the sharing, leveraging, and reuse of Medicaid Care Management technologies and systems within and among States. Vendors shall propose a base solution that requires minimal configuration and customization to achieve the full functionality of this RFP in the most cost-effective manner. Examples of minimal customization includes the modification of database interactions to include additional required data elements, processing of state and program specific but necessary business rules, and modification of interfaces to allow for interoperability. A base solution that requires heavy customization and therefore becomes so unique that other states are unable to reuse it or that newer releases of the software cannot be easily integrated are not what Department seeks to procure.
