Specifications include, but are not limited to: 5.1 Servicing of UW-Green Bay Fire Extinguishers Servicing includes pick up and redelivery, hydrostatic testing and stamping, recharging, all labor and repairing of fire extinguishers. Contractor must use only manufacturer-trained technicians for this contract. They must be trained and have experience with servicing fire extinguishers. Contractor shall comply with all applicable federal, state and local laws and codes regarding working conditions, hours of employment, overtime regulations, methods and rates of pay and any other regulations regarding employer-employee relationships. All servicing of fire extinguishers must be in strict accordance with the current Wisconsin adopted edition of the NFPA 10, Standard for Portable Fire Extinguishers including its appendices. 5.2 Transporting of Cylinders: Contractor shall be liable for transporting fire extinguishers in a safe and responsible manner. Contractor shall be liable for fire extinguishers damaged during transport. Contractor shall also be liable for replacing extinguishers parts damaged due to contractor’s negligence when transporting fire extinguishers. 5.3 Repair Parts: Contract shall use only OEM parts when repairing the University’s fire extinguishers. Contractor shall not replace valve head assemblies during servicing without prior University approval. Contractor shall be liable for replacing fire extinguisher parts damaged due to the contractor’s negligence when servicing fire extinguishers. 5.4 Servicing: 5.4.1 Contractor shall recharge fire extinguishers to full weight (indicated on fire extinguisher label or valve body). Full does not mean “undercharged, but within 10% tolerance”. 5.4.2 Contractor shall ensure weight markings on the valve body are correct, if incorrect, the valve body shall be re-stamped with correct weight. 5.4.3 Contractor shall be charged only for the actual amount of recharge agent used. 5.4.4 Contractor shall clean fire extinguishers including removal of label residue in accordance with NFPA 10. Contractor shall hydro-test hoses in accordance with NFPA 10. 5.4.5 Contractor shall tighten hoses. 5.4.6 Contractor shall tighten and position bands on all fire extinguishers serviced. Bands shall have the “directions for use” facing the front of the fire extinguisher. The hose holder shall be positioned to the front of the handle assembly on the 10# CO2 fire extinguisher. Band reinforcement bars shall be kept in place and nut/bolt assembly shall be tight. 5.4.7 Contractor shall ensure the proper valve head assembly position to the front of the fire extinguisher. Fire extinguishers returned from servicing with the valve head assembly positioned other than to the front (e.g. above either side or to the rear of the fire extinguisher) will be returned to the contractor as “unacceptable” and will be repaired by the contractor and returned to the University at no additional cost to the University. 5.4.8 Contractor shall remove markings placed on fire extinguishers to facilitate servicing prior to return to the University. 5.4.9 Valve stems and “O” rings shall be replaced only when defective and affects the performance of the fire extinguisher. 5.4.10 The University/UVHI will consider participating in a swap program; however, the replacement extinguisher must be identical manufacturer/model and in like or better condition.
