Specifications include, but are not limited to: The State of Delaware (State), Department of Health and Social Services (Department or DHSS), Division of Medicaid & Medical Assistance (DMMA) wishes to sign a contract for professional services with a primary contractor (Contractor) for Medicaid Information Technology Architecture (MITA) 3.0 State Self-Assessment (SS-A) and Related Activities by assisting with MITA development and by identifying ongoing strategy for modular MMIS development. DMMA’s current data warehouse/ decision support system (DW/DSS) has been operational since 2017. This DW/DSS is a vendor hosted cloud-based SaaS solution and received CMS certification in January 2019. Up to 300,000 (three hundred thousand) covered lives have been eligible for any of the data types in aggregate that are loaded to the main database. The secondary database contains the all payer claims data received from the Delaware Health Information Network (DHIN). The DHIN data includes Medicaid and Commercial claims from 2016, onward and a 5 percent Medicare claims sample. The files include eligibility, medical and pharmacy claims and provider data. The current DW/DSS was designed to meet Delaware's desire to have its Delaware Medicaid Enterprise System (“DMES”) supplier provide table dumps rather than table extracts into a data repository. The DSS solution was also designed to be flexible to add other data sources into the Data Warehouse. This DW/DSS receives direct data feeds from DMES. Key data files include, but are not limited to Medicaid eligibility/enrollment, provider, claims, encounters. The contractor provides analytics/business intelligence services as part of the DW/DSS. The data warehouse is licensed for 15 users and the decision support system is licensed for 50 users. The Medicaid data is housed in a separate and distinct database from the all payer claims data that DMMA receives from the DHIN. The DW/DSS current contract expires August 31, 2023.
