Specifications include, but are not limited to: The District requires design phase engineering services to perform preliminary and final design of the AGWTP and preparation of bidding documents for the project. A successful Consultant shall have expertise in manganese, iron and ammonia removal from well water. The District will select the best-qualified Consultant for the project based on qualifications and experience as shown in the Evaluation Criteria section of this RFSQ. The work covered by this RFSQ includes: 1. Analysis of the current Well No. 16operating parameters (pressure, flow rate and water quality) to determine the best method of constructing a joint facility for Well No. 16and new Well No. 18 (design is in a separate contract). 2. Lay out and assist with obtaining a new easement and an easement exchange from the homeowners association, Desert Edge Property Management (HOA) south of the Well No. 16 site. 3. Selection and pre-purchase of the filtration equipment during the design phase of the project using a Request for Proposals (RFP) method. 4. Design of the new water treatment plant, including a new building and piping, and incorporating security and waterwise landscaping elements. 5. Pre-qualifying general contractors. 6. Obtaining the necessary approvals from West Valley City and the Division of Drinking Water. 7. Incorporate Utah Division of Drinking Water Emerging Contaminants and Bureau of Reclamation WaterSMART funding requirements into the project. These include Buy America Build America, Davis-Bacon, and DBE. 8. Assisting the District with bidding the project. 9. The District shall contract directly with Confluence Engineering Group during the design of this project to provide review and oversight services. The Consultant will not need to include Confluence in their SOQ for services
