Specifications include, but are not limited to: The City will provide one (1) office and one (1) computer within the Engineering Department, connected to the City’s network for the Consultant’s use. To facilitate their role as an extension of the Engineering Department's staff, the selected Consultant will also be expected to lease existing office space within the Engineering Department (approximately 1,000 SF). Reimbursable items (such as travel time and mileage to and from City of West Bend, printing, office supplies, etc.) are to be considered incidental to this contract Attendance at weekly Engineering staff meetings Assist City in the development and maintenance of the Capital Improvements Plan o The City has received a GIS-based transportation planning program to help develop the capital improvements priority list for future years. The Consultant shall learn and run the program for the Engineering Department, and shall develop the priority list for Engineering staff review. Preparation of work items for potential or planned future capital or other City projects including concept designs, calculations, exhibits, cost estimates, field visits, etc. Respond to questions and complaints from residents and businesses, as well as any other City Departments and/or City employees, as directed by the City Engineer Sidewalk Inspections o Perform sidewalk, curb and gutter, and approach inspections o Consultant shall assign one staff member to regularly perform inspections (City and Consultant to determine allowable inspection hours and scheduling process) o Consultant staff member assigned to inspections will train with the City’s Director of Public Works for a minimum of 2 weeks as a transition so that Consultant’s staff member can learn the inspection process, routine, and expectations. After training period, Public Works Director will be available via phone if inspector should have any questions during inspections. o Inspector will need to discuss inspection results with homeowners and/or contractors Annual Contract Preparation, Design, Administration, Construction Management and Inspection o Sidewalk Removal and Replacement o Mill and Overlay Projects o Seal Coat Projects o Crack Filling o Pavement Markings (Epoxy and Latex) o Water Utility Pavement Repairs: Contract Preparation, Design, Construction Management and Inspection Services Traffic Engineering Services o Traffic signal timing (including necessary counts and signal modifications) There are 3 main signalized corridors (Washington Street, Main Street, Paradise Dr). We typically try to study 1 corridor each year on a 3 year rotation. o Review and prepare recommendation memos for all safety commission items (assume 20 annually) o Attendance at scheduled Safety Commission meetings (assume 2 annually) o TIA and trip generation reviews related to private developments MS4 Permit Related Items o New MS4 permit is May 2024 – items listed and scheduling may need fine tuning once MS4 permit requirements are known. o Outfall Inspections: Complete annual illicit discharge screening of priority minor outfalls (currently 55 locations). Complete a City Structure Datasheet for the 3 priority outfall that do not currently have one. Complete illicit discharge screening of all major outfalls (currently 121 locations). Complete a City Structure Datasheet for the 45 major outfalls that do not currently have one. There are currently 93 “pipe end” locations in the City’s GIS database that do not have sufficient information to classify whether or not it is an outfall, and if that outfall is considered a major outfall, a priority minor outfall, or a non-priority outfall. In 2024, the Consultant shall complete a City Structure Datasheet for each of the 93 pipe end locations and provide to the Engineering Department for classifying the outfall into the correct category. Note: total number of major outfall and priority minor outfall locations may be adjusted following completion of this work
