Specifications include, but are not limited to: The New Castle County Department of Public Works is seeking engineering services to assist in the implementation of its industrial pretreatment program. • Provide inspections of all permitted industrial users on at least an annual basis. • Review permit applications, write issue permits for new and existing industrial users. • Review and make recommendations to the County’s sewer use ordinance, enforcement response plan, and other guiding documents on an as needed basis. • Review discharge monitoring reports and sampling data from industrial users, track compliance, and issue enforcement actions as necessary. • Periodically provide surveys to sewer system users to determine potential new permittees. • Assist in the evaluation of local limits and the development of permit standards designed to keep the collective discharge of industrial users within the County’s share of the maximum allowable industrial loading of the wastewater treatment plant. • Evaluate & respond to questions from users regarding permit requirements, compatibility of materials proposed to be discharged to sanitary sewer, & other issues. • Track industrial user fees and submit periodic reports. • Attend regular coordination meetings with the County and other interested parties. • Assist in the implementation of a new pretreatment software solution. • Provide new employee training on pretreatment matters. • Other services as necessary for the implementation of the industrial pretreatment program.
