Specifications include, but are not limited to: New Castle County Government (‘the County’) is seeking priced proposals for mobile carrier professional services to lead a multi-site, multi-tenant communications tower development project designed to provide mobile coverage in targeted areas leveraging County-owned land. The scope of professional services includes: • Produce engineering site plans for the addresses below listed in Specifications • Work with Land Use to secure plan approvals, record plans, and obtain permits • Oversee the effort to erect three communications towers with multi-tenant capacity • Establish a sublease model for ongoing maintenance with other providers • Own, operate, and maintain cellular towers based on contract terms with the County; SPECIFICATIONS FOR PROFESSIONAL SERVICES 1. Develop engineering site plans to erect one communication tower with multi-tenant capacity at each of the following locations: a. 810 Old Corbitt Road, Middletown at the Regional Wastewater Treatment Plant b. 112 Back Creek Drive, Middletown adjacent to the Back Creek Golf Course c. 7259 Lancaster Pike, Hockessin at the Police Athletic League (PAL) 2. Ensure that optimal, stealth measures are utilized to hide the multi-tenant carrier design of the communications towers and/or mask them with artificial foliage to disguise them. 3. Provide timely invoices for costs incurred to operationalize the communications towers and regular progress reporting based on agreed project milestones with the County.
