Specifications include, but are not limited to: : The vendor is responsible for developing and delivering a comprehensive I/T strategic plan. The proposed strategic plan must be inclusive of, but not limited to: • Review of the current landscape and system analysis to identify the current capacity and equity of access to infant/toddler care in RI (infant/toddler is defined as age 6 weeks up to 3 years of age). • Define targets for the number of infant/toddler seats needed in RI to meet family demand, including an analysis of the drivers of demand for seats and how those may change over time. • Develop and articulate a clear problem diagnosis for the current system for why current capacity is not meeting the demand for infant/toddler care. • Provide specific recommendations and considerations for reaching the targets for infant/toddler seats. Recommendations should include but are not limited to strategies regarding educator compensation, retention, attraction, and training; facilities; innovative funding opportunities; Child Care Assistance Program (CCAP) structure; innovative business models, etc. Recommendations should include estimated budget investments needed to reach the goals as well as scalable options for consideration.
