Specifications include, but are not limited to: The qualified firm shall provide a full range of municipal GIS services, including platform updates, data updates, web app configuration, staff training, technical support, solution development and enhancements to the Village’s current system. The firm shall be able to begin providing services by January 1, 2024 without service interruption. Information pertaining to the current system, including map layers and applications, shall be made available upon request. The services shall be provided in a web-based format capable of being utilized from multiple web browsers and types of mobile devices. Standard functionalities, including editing, queries, reporting, data exports, zooming, panning, searching, selecting, buffering, and measuring are expected. Users should be able to create and print maps in various file formats and sizes. 2 The proposal content should include a description of how data will be identified for updates and at what frequency, as well as the capability of the platforms and services for Village staff to perform data updates internally. All required skills required under this scope are to be completed using ESRI’s ArcGIS Platform. Online access shall remain quick, clean and presented in a user-friendly format. Qualified firms shall be able to provide the following services: 1. Administer the Village’s web-based GIS, including the provision of required hardware and software. 2. Perform updates to the Village’s GIS, including but not limited to parcel information and municipal infrastructure, and coordinate system maintenance with the Milwaukee County Land Information Office. 3. Maintain and update existing map applications and dashboards, including but not limited to property information, land use (existing and future), zoning, mailing labels, voting, parks, forestry, sanitary and stormwater, water utilities, and electric systems, by collaborating with department heads and other Village staff. 4. Develop and/or recommend new map applications and dashboards. 5. Produce digital maps (.pdf), as requested, including but not limited to zoning, land use, comprehensive planning, elections, and municipal/utility infrastructure. 6. Respond to data requests and submit annual reports/updates, as required. 7. Provide training and general customer service to Village staff upon request or on a routine basis, as needed. 8. Provide GIS services for the following functions: a. GIS Site Administration and System Maintenance b. Data Management i. New layers, new attributes, domain changes and other schema changes c. Interactive mapping applications management i. Editing/viewing apps, inspections and maintenance tracking apps d. Data Visualization and Reporting Dashboards Management e. Special Projects 9. Provide GIS services to assist the following Village departments in performing their daily tasks: a. Planning and Development Support b. Sewer Utility and Collection Support c. Water Utility and Distribution Support d. Urban Forestry, Electric and Public Works Support
