Specifications include, but are not limited to: The State of North Dakota, acting through its State Historical Society of North Dakota (the STATE) is soliciting proposals for a consultant to work with agency staff to develop an innovative strategic plan that will meet STATE’s and community’s needs for expansion of services and visitor attractions, increase visitation, and meet agency goals. The State Historical Society of North Dakota is soliciting proposals for a consultant that provides strategic planning and facilitation services to work with agency staff to develop and facilitate an innovative strategic plan for the use of state property in and around Medora, North Dakota. The strategic plan must identify ways to meet state government and community needs for expansion of services and visitor attractions, increase visitation, and meet agency goals. The successful offeror must provide the services essential to crafting a strategic plan including, but not limited to, the requirements and deliverables stated below. The contractor will be required to provide the following to achieve the objective of this project: 1. Conduct conversations with key agency team members and stakeholders to gather information, insight, and recommendations related to the agency, Site, and plan. Conversations can take place in person or remotely as needed. These groups may include the following: a. SHSND Executive Team b. Chateau de Morès State Historic Site team members c. Other SHSND members d. State Historical Society of North Dakota Foundation e. State Historical Board f. Theodore Roosevelt Presidential Library Foundation g. Medora Area Convention & Visitors Bureau (CVB) h. Other stakeholders, e.g., Governor’s Office 2. Craft strategic initiatives and SMART (Specific, Measurable, Attainable, Realistic, Time-referenced) goals within the plan that align with the following work products: a. The Analysis: Inventory and Assessment b. Actionable items that will allow the Chateau de Morès State Historic Site to benefit from increased tourism to Medora. c. Opportunities to increase community services/outreach and attractions for area locals and visitors. d. Opportunities to increase Site visitation and revenue through the addition of new amenities, services, themes, programs, attractions, and vendors. e. A plan to increase sustainable and responsible use of land at all three site locations, with use to their fullest potential for maximum benefit to North Dakotans. f. A list of needed improvements for both preservation and attracting visitors including signage, exhibits, maintenance, accessibility, and services. g. A preliminary cost estimate/budget to complete the items listed in the strategic plan. 3. Establish key performance measurements where possible. This repertoire of sites includes the Chateau de Morès State Historic Site, which is made up of three different locations in and around Medora, North Dakota, totaling 173 acres of land. The three locations are: the Chateau de Morès, located just southwest of Medora, De Morès Memorial Park, located in downtown Medora, and the Packing Plant/Chimney Park, located on the west edge of Medora.
