Specifications include, but are not limited to: The Department of Administration (DOA), Consolidated Agency Purchasing Services (CAPS), on behalf of the Wisconsin Department Revenue (DOR), Division of Lottery, requests Bids for the purchase of Lottery Research and Consulting Services. DOR, Lottery Division intends to use the results of this process to award a Contract. The current contract expires in May 2026 (it may extend to May 2027). The Wisconsin Lottery is seeking a full-service consultancy to assist in the competitive procurement for a new state of the art gaming system contract. The Department of Revenue, Division of the Lottery, seeks an independent consultant with lottery expertise. This Contract will include researching the Wisconsin Lottery's needs including assisting in drafting the gaming system RFP, evaluating proposals, assisting with contract negotiations, conversion, and customer acceptance testing.
