Specifications include, but are not limited to: Task 1 – Survey The Consultant shall attend a kickoff meeting with City staff prior to survey work. Field survey including establishing all property lines from record data and/or lot pipes; collecting data for the road centerline profile & existing road cross section; side road profiles; driveway profiles; driveway and crossroad culvert sizes, type, and invert elevations; existing utilities; and acquiring site topography within the Right-of-Way (ROW) and on private property where ROW is inadequate. All survey information shall be collected in WI State Plane, South Zone, NAD 83 coordinate system. All vertical information should be based on North American Vertical Datum of 1988. Field survey shall identify any ROW encroachments including landscaping and other treatments around culverts. Field survey shall identify tree locations within the ROW that are larger than 3” diameter. Survey shall include establishing horizontal and vertical control throughout the project. Recommendations as to the need for subsurface exploration to determine bedrock, groundwater elevation, and soil conditions for pavement design report. Pavement cores to determine the existing road cross section should be included at the frequency determined by the Consultant, but at least three cores shall be taken on each street. Survey base-map shall be provided to the City of Mequon along with DTM. The survey base-map shall be in AutoCAD (Release 2010) and the DTM shall be compatible with Civil 3D. Task 2 – Road/Drainage Design In general: Design shall conform to the SSLD, to the extent practical. Any variances shall be discussed and validated by City staff. Horizontal alignment should not change significantly unless necessary to reduce ROW impacts. Provide energy dissipation where required in ditches and at culvert discharge points. Analyze drainage of existing intersections and provide new designs as necessary. Identify drainage structures and crossroad culverts for replacement. Identify if additional crossroad culverts are needed. Recommend pulverizing or milling and repaving for each street based on site constraints, road condition, and subsurface investigation data. The method will be validated by City staff. Identify roadway impacts outside of ROW and provide exhibits for City and property owners showing the impact limits. Fiesta Lane A drainage study was performed for the Fiesta Lane project area. The report will be provided for implementation into the design. The recommendations include driveway culvert resizing and ditch regrading. Where possible, the road should match the existing cross section, including shoulders. Replace all driveway culverts. Driveway culverts shall be sized in accordance with the SSLD. Highland Road Provide recommendation if widened section require culvert replacement and ditch realignment. Replace driveway culverts where ditch realignment is needed. Where private property impacts due to grading may occur, a cost analysis (beam guard considerations, etc.) may be needed.
