Specifications include, but are not limited to: The City of Milwaukee’s Purchasing Division for the Milwaukee Fire Department (MFD) is soliciting responses to this Invitation to Bid for structural firefighting ensembles for field evaluation purposes to ensure that the MFD always has the most up-to-date information when considering department-wide gear purchasing and revisions to the NFPA standards. The contact term will be for a three (3) year period from the date of award with two (2) additional one (1) year options to extend. Bidders can submit projected pricing for up to ten (10) sets per year of any firefighting protective ensemble that meets the following specifications: 1. The complete ensemble has been manufactured in a way to minimize the inclusion of PFAO/PFAS. 2. Compliant with the most current edition of NFPA 1971: a. With a minimum TPP of 40; b. THLs of the composite garment optimized to minimize cardiac load. 3. The vendor agrees to facilitate custom measurements and reasonable alterations to fit the end user. Considerations subjective to the vendor shall include: 1. Generally resistive to substantial wear and tear when subjected to conditions present in an urban, major metropolitan firefighting environment averaging 50 uses/year over the life of the ensemble. 2. Durability as moderated through construction optimized to sustain 20-50 cleanings per year with a fire-house based extraction system. 3. The ability for minor repairs to be completed by MFD’s Personal Protective Equipment (PPE) repair technicians (if the vendor wishes gear to be considered for department-wide purchase). 4. Generally suitable for vehicle extrication use as indicated in NFPA 1951. 5. Generally suitable for use in Fire-based Emergency Medical Services as indicated in NFPA 1975.
