Specifications include, but are not limited to: 1. The consultant shall provide on-site technical, engineering support services at the direction of the Administrator of the Division of Planning within RIDOT in conjunction with the Federal Highway Administration, municipalities and other State agencies, as required. As the work progresses, the workload may increase or decrease. RIDOT reserves the right to add or withdraw individual tasks, or portions thereof, without regard to the status of completion of the individual tasks. 2. Upon request by RIDOT and as directed by the Administrator of the Division of Planning, to perform the following: Complete PEAM Studies a. Support the completion of Readiness Reviews b. Perform Scoping & Planning Studies c. Perform Preliminary Engineering Studies and Cost Estimates d. Prepare preliminary Scopes of Work e. Perform peer reviews of plans and specifications prepared by design consultants for RIDOT projects Pavement Data Collection: a. Perform on-demand pavement condition and treatment needs assessments using GISelectronic roadway data collection application. b. Complete full State highway network pavement condition and treatments needs assessment twice annually on the roughly 1,200 centerline mile state road network using GIS electronic roadway data collection application. c. Identify and collect detailed distress information at field pavement Data Control sites & Blind sites, including the development of crack mapping, crack length and severity measurement and ranking, and rurring measurements Pavement Cores a. Layout core program(s) b. Prepare core requests c. Manage MPA core task orders and coring programs 3. Prepare PEAM reports and specifications when required by RIDOT, as directed by the Administrator of the Division of Planning within RIDOT, and as such either perform or procure the services of a qualified consultant to perform the following: Pavement Condition Assessment Quality Assurance a. Data analysis & QA Checks STIP Support a. Preview and prioritize existing projects b. Formulate new projects c. Cost and scope checks d. Develop planning level project scopes and cost estimates e. Peer review engineering and planning materials f. Peer review cost estimates g. Pre-scoping assistance Pavement Condition Quarterly Reporting a. Data compilation and analysis b. Narrative report writing c. Recommended projects, cost estimating d. Scenario analysis Asset Management a. TAMP Implementation b. STIP Implementation & Adjustment c. GIS Support d. GDB Support for pavement
