Specifications include, but are not limited to: The Delaware Department of Services for Children, Youth and Their Families (hereafter referred to as DSCYF or department), Division of Family Services (hereafter referred to as the Division or DFS) and Prevent Child Abuse Delaware (PCAD) are requesting proposals for the purpose of awarding contracts to one or more sole proprietor or agency bidders to provide the following statewide: • Pathway 1 Prevention case management services to at-risk children and families who are reported to the DFS Child Abuse Report Line, and who do not meet criteria to be screened in for a DFS response but who meet certain other stress factor criteria. Eligible families cannot be active with DFS at the time of receipt of a new report. Pathway 1 Prevention is a new element of DFS’s differential response system. This service will be added to the Division’s continuum of services in hopes to achieve the following: • Diversion from future system involvement through meaningful short-term engagement to reduce risk of child abuse and neglect. • Decreased subsequent reporting to the DFS Child Abuse Report Line. • Voluntary engagement with families to address such issues as parent/child conflict, housing instability, lack of access to resources, mental health issues, substance abuse issues, domestic violence, sentinel injuries in pre-mobile children, and others.
