Specifications include, but are not limited to: i. Engineering Services: • Highway Improvement Program Design Consultant shall provide all standard highway design engineering services for the project (for either CTH ID, CTH P, or both) to include: a.Environmental, Section 106, and SHPO reviews, if necessary. b. Right of Way Plat and Deed descriptions for acquisition by others, if relevant. c.Drainage analysis and design – existing and proposed culverts and or structures assessment / evaluation and design. d. Roadway design and engineering – improvement to side road intersections, vertical curves, horizontal curves for the design speed criterion selected. Exception to standards may be required for some parameters. The project objectives are surface replacement not reconstruct. e.Guardrail replacement and upgrade or other safety appurtenances in accordance with standards. f. Designs shall be in compliance with County Trunk Highway standards of Administrative Code and WisDOT guidelines to the level of construction funding via state/federal program sources. g. Stakeholder coordination with pertinent state and federal agencies, local officials, local municipalities, utility relocation and involvement, and public informational meetings. h. Fulfill permit coordination, compliance, and review with WDNR, Corps of Engineers, and County Zoning for proposed drainage improvements if floodplain impacts are anticipated. • Satellite Site Facility Design Consultant shall provide design engineering services for the project (Hollandale Satellite Facility Site Development) to include: a.Needs assessment for replacement of the Hollandale Shop and Salt Shed Facility. b. Investigate and provide recommendations for a new facility location. c.Site Plan Development. d. Architectural / Structural Plans and State / Local Permits for a new Shop Facility and a new Salt Shed Facility. e.Real Estate documentation and acquisition services. f. Sanitary Sewer, Water Distribution, and Septic Bed Design and Permitting, dependent on site location selection. Complete with all Permits State / Local. g. Bid Advertisement, plans, specifications, and itemized bid summary for letting. h. Itemized Project cost estimates at 30%, 60 %, and 90% plan reviews.
