Specifications include, but are not limited to: Through this Request for Proposal (RFP) the Agency of Administration, Department of Human Resources (hereinafter the “State”) is seeking to establish a contract with one carrier to administer the Long-Term Disability Insurance services to eligible State of Vermont employees. The State of Vermont (the State) provides long term disability benefits to eligible employees on a noncontributory basis. Since February 1, 2002, The Standard Insurance Company has provided this coverage. Documentation is provided that will illustrate the claims experience and premiums. The State is issuing this Request for Proposal (RFP) as it is approaching the end of a multi-year contract. This contract was last bid in 2020. State employees are covered by a sick leave accumulation plan based on length of service. These accumulations are unlimited. Once all sick time is exhausted, employees are eligible for an unpaid medical leave of absence, until such time as long-term disability benefits are available. Employees with sick leave balances in excess of six months, must use all of their accumulated sick leave prior to receiving long term disability benefits. Exempt employees do not have a sick leave program. OBJECTIVE: The State of Vermont seeks to provide high quality, cost effective benefits to its employees, and to develop partnerships with quality-oriented vendors who excel in benefits administration and provide competitive costs. The key objective of this proposal process is to provide the best quality of benefits for competitive market prices.
