Specifications include, but are not limited to: The Contractor shall: 1) At a minimum: a. Have a master’s degree or higher in data science, psychology, social work, sociology, statistics, or another related field AND two (2) or more years of experience in data science, evaluation, program/project management, or social science research; b. Have professional or volunteer experience with Vermont’s child welfare system; and c. Be willing to work 40% to 50% of their full-time equivalent (FTE) on this project. 2) Review the pre-existing materials related to the implementation of the KNC model in Vermont. 3) Attend the following meetings in order to successfully coordinate and communicate progress on the project: a. Vermont State Team Meetings (FSD, VKAP, the Evaluation Specialist, and other State partners as needed), b. Quarterly Kinship Navigator Cross-site Learning Collaborative Meetings, c. Monthly Kinship Navigator Evaluation Sub-Committee Meetings, d. Monthly Kinship Navigator Program Sub-Committee Meetings, e. The Vermont Team (i.e., VKAP State liaison and Evaluator) semi-monthly Meetings, f. Periodic Vermont Kin as Parents Staff Meetings, g. Periodic Vermont Kin as Parents IT Development Meetings, and h. Additional 1:1 Meetings as needed. 4) Coordinate the data collection efforts related to the KNC model. 5) Determine a data review schedule to be agreed upon with FSD and VKAP (“Vermont Partners”) to ensure that data is being collected according to the established program timeline. 6) Create and share a process and timeline for reviewing the data with Vermont Partners. 7) Review the data according to the established process and timeline. 8) Provide feedback to Vermont Partners, alerting the team when issues related to implementation fidelity are identified in the data. 9) Advise and provide technical assistance to VKAP regarding the necessary program implementation and data collection processes related to the KNC model. 10) Advise Vermont Kin as Parents on implementation strategies that improve and maintain program implementation fidelity. 11) Securely archive all collected data, both quantitative and qualitative. 12) Analyze all data related to the project and share findings with the local and national team. 13) Take the lead on authoring key documents related to the project evaluation, collecting input from the project partners as necessary. Key documents include, but are not limited to: a. The Vermont KNC program manual, b. The evaluation appendix of the KNC program manual (see attachment H – measurement tool and timeline), c. Quarterly reports related to the process evaluation and implementation fidelity, and d. Reports related to the outcome’s evaluation. 14) In the event the Vermont Team decides not to pursue a review by the Families First Clearinghouse, the Evaluation Specialist shall advise and assist the team in implementing alternative evaluation designs.
