Specifications include, but are not limited to: The City of Billings Parking Division (Owner) requests proposals for a qualified firm to provide Architectural/Engineering services necessary to complete a Parking Structure Condition Audit on three (3) City parking garages. The City has full ownership of three (3) parking garages, Park 1, Park 3, and the 1st Ave North Parking Garage, formerly known as Park 2. The City co-owns one (1) garage, the Empire Garage, with the Northern Hotel. The Empire Garage will not be included in the condition audit. The last reconditioning work on the three City-owned garages, was performed in mid-2016 through late 2018. The work consisted of concrete repairs, tendon repairs, sealer and waterproofing application, storm drain repairs, stairway door replacements and general painting. The selected firm may be required to provide up to ten (10) printed copies of the report for the City's use and review and will be required to provide the final report and recommendation on a USB flash drive. The firm may also be required to make an oral presentation to City Council. Supplier must be available in 2023 and 2024 to visit sites in-person as needed to conduct audits. Subsequent phases of the project may include preparation of repair documents including plans, details, and specifications; receipt and evaluation of bids by contractors for repair work; administration of the construction contract including shop drawing review, change order preparation and site observations; and full or part-time project representation to review the work of the contractor for conformance with the repair documents. The actual scope of work in subsequent phases will depend on the final repair program selected, the annual construction budget allocation and the anticipated construction schedule.
