Specifications include, but are not limited to: The Wisconsin Department of Natural Resources (DNR) is requesting bids for construction and maintenance services for a complete wetland restoration of a property owned by Dane County Land and Water Resources Department. This bid is authorized under s. 23.40 and s. 23.41 Wis. Stats. as a procurement for environmental repair. This property will become a wetland mitigation site as part of the Wisconsin Agricultural Mitigation Bank (WAMB). The WAMB is administered by DNR and operates under the authority of the Natural Resources Conservation Service (NRCS). The DNR received a grant from the NRCS to create and administer an agricultural wetland mitigation bank program regulated under the Food Security Act of 1985. The WAMB will be used by agricultural producers to mitigate for wetland impacts as regulated by the Food Security Act of 1985. This program is not part of the DNR’s In-Lieu Fee or private mitigation bank programs and will not be regulated under s. 281.36 Wis. Stats. or Section 404 of the Clean Water Act. Ditch Filling Ditch filling will be required along approximately 250 linear feet of ditch as shown in the below project map. An engineering plan of this proposed ditch fill is attached. Approximately 650 cubic yards of fill will be required to fill the ditch. The contractor must adhere to NRCS Conservation Practice Standards regarding ditch filling when filling the ditch. The contractor will source material from adjacent upland areas for material to fill the ditch. The filled ditch area and sourced material areas should be broadcast, or drill seeded with an approved seed mix. If additional fill material is necessary, contractor must source material from the south of the ditch to avoid cultural resources. Rock Riprap will be installed at the end of the ditch fill. Please review this in the engineering plan before making the bid. For bidding purposes, the Contractor should assume a total ditch fill of 650 cubic yards and the contractor will need to purchase and install rock riprap according to the engineering plans. The fill area will be seeded with an approved seed mix. Please review the attached engineering plans to formulate bid. Solid Pipe Installation A solid pipe will be required to be installed at a tile junction in order to keep tile to the south of this property functional. This pipe will need to outlet to the end of the existing ditch on-site. Refer to the attached engineering plan for the solid pipe for installation. Any damaged tile that would not have been broken during tile breaking must be replaced.
