Specifications include, but are not limited to: The Town of Foster will receive proposals for consulting services to provide technical assistance to the Foster Planning Board and Planning Department. The goal of the technical assistance is to increase departmental and local knowledge of LMI Housing topics, strategies for production, and information. The town will engage a consultant to conduct the following services in collaboration with the Planning Department, Planning Board, and the public: Task 1: The Consultant is requested to attend and answer public questions/comments at Planning Board Meetings. Attendance is requested at two (2) total Planning Board meetings over the course of the project. Information regarding LMI housing will be presented by the consultant at the first ofthese two meetings. A presentation on the topic of LMI Housing is requested at the 2nd meeting.Task 2: The Planning Department requests the consultant research model communities/developments, which Foster may be interested in basing an LMI Housing approach. The consultant should identify the successful strategies which these communities or individual developments took and describe the applicability in Foster. A PowerPoint may be an effective tool to convey these strategies taken by other communities or by individual developments.Task 3: An LMI strategy detailing demographic statistics in Foster, successful projects meeting demographic needs, successful projects meeting infrastructure needs, and steps to take to replicate these approaches in Foster is requested to be produced. This strategy may also identify ideal properties for developments of various forms including but not limited to Conservation Subdivisions, Cluster Developments, and Multi-Family Developments
