Specifications include, but are not limited to: The Wisconsin Department of Natural Resources (DNR) is requesting bids for a complete wetland restoration and five years of maintenance of a property owned by Milwaukee County Parks. This bid is authorized under s. 23.40 and s. 23.41 Wis. Stats. as a procurement for environmental repair. This property will become a wetland mitigation site for the Wisconsin Agricultural Mitigation Bank (WAMB). The WAMB is administered by DNR and operates under the authority of the Natural Resources Conservation Service (NRCS). The DNR received a grant from the NRCS to create and administer an agricultural wetland mitigation bank program regulated under the Food Security act of 1985. The WAMB will be used by agricultural producers to mitigate for wetland impacts as regulated by the Food Security Act of 1985. This program is not part of the DNR’s In-Lieu Fee or private mitigation bank programs and will not be regulated under s 281.36 Wis. Stats or Section 404 of the Clean Water Act. Site Details; Location: See Puetz Rd. overview map below for location of work. T05 R22E S22. More specifically, the site is located off of Puetz rd. in Oak Creek, WI. Project Area: 17.87 acres; General Site Conditions: This 17.87 acre property is a proposed mitigation site for the newly established WAMB. This site is artificially drained with semi-functional drain tile. This property is annually cropped using standard cropping practices. The entire site has hydric soils and is a potentially restorable wetland area. Site Access: Access will be from the northern boundary of the property off of Puetz Rd. Vehicles and trailers must be parked at the “Staging Area” shown in the attached Overview Map. The contractor will need to install a tracking pad to prevent degradation of the staging area. The selected contractor will be required to apply for a right of entry permit with Milwaukee before site work begins. A template of this document is attached. Milwaukee County will assist the selected contractor with applying.
