Specifications include, but are not limited to: Activity 1: Community drug disposal systems Community drug disposal systems provide options for safe discarding of unused and expired medications to reduce diversion and protect the environment. Permanent drug drop boxes managed by law enforcement agencies provide an opportunity for community members to dispose their unwanted and expired medications. Permanent drug drop boxes must be place in an allowable DEA-approved location as described in the Code of Federal Regulations eCFR Title 21, Chapter II, Part 1317 Subpart B § 1317.75 (d) (e) Prescription drug deactivation units provide people the opportunity to dispose of unwanted and expired .medications from their home. Funding for this activity can be used to purchase and install a permanent drug drop box and/or to purchase prescription drug deactivation units to be distributed to community members. Activity 2: Medication-assisted treatment education and awareness training Funding for this activity can be used to train and educate law enforcement officers and other staff on medication-assisted treatment as it pertains to the criminal justice system. Medication-assisted treatment is an evidenced based treatment for those with opioid use disorder. The medication reduces cravings and helps with withdrawal symptoms, while the counseling helps to change behaviors and attitudes related to opioid use. It is important for law enforcement to understand medication-assisted treatment. This can be done through in-state trainings and conferences. This funding can be used to cover overtime and backfill staffing costs. Overtime and backfill costs must be connected to staff attending a training or staff coverage to allow another person to attend a training. Activity 3: Pre-arrest or pre-arraignment deflection programs for people with an opioid use disorder There are too many people with opioid use disorder who are entangled in the criminal justice system that should instead be linked to harm reduction services, treatment, recovery support services, housing assistance, and other social services. Funding for this activity can be used to divert people who are using opioids and engaging in illegal behavior from the criminal justice system for the purpose of receiving harm reduction, behavioral health, and/or social services in the community.
