Specifications include, but are not limited to: 1. Pre-Schematic Programming/Planning a. Complete an updated needs assessment when comparing data and service population to include County residents. b. Determine minimum space requirements for operational needs to include, book and media collections, periodical holdings, computer lab, program/recreation spaces (indoor and outdoor), maker lab, children’s area, young adult area, study rooms and quiet spaces, staff lounge, interior book return space, staff and public (family friendly) restrooms, general user seating, staff workspace, storage, special use space, mother’s room, support space, kitchen, dining, meeting, fitness and other space identified. c. Review parking adequacy for patrons and possible parking by others from the downtown commercial area. d. Explore and identify opportunities for physical, recreation, and programming connection, collaboration and synergy between the Brookings Public Library and Brookings Activity Center. 2. Community/Stakeholder Engagement a. Solicit user and community input through survey, stakeholder meeting(s), at least one public input meeting, and other public/user engagement strategies as required. b. Engage staff to solicit input on facility needs through surveys and in-person meetings. c. Meet with and engage City project leaders to review public/user input and the translation of that input into affordable facility improvements. 3. Building a. Provide a comprehensive condition assessment of the existing Public Library and Activity Center, including, but not limited to, roofing, technology, structural, mechanical, electrical, plumbing, and fire protection systems. b. Determine if existing structural building components are adequate for future expansion or additions. 4. Concept Design a. Develop conceptual plans for the existing buildings for each potential solution, including “must have” and “nice to have” options. 5. Schematic Design a. Define scope, from conceptual options to one final option, to present in a final report. b. Working drafts of a final report that will be refined in consultation with City staff.
