Specifications include, but are not limited to: The District is looking for a qualified consultant to assist in the next steps to support the District’s PFAS Action Plan, furthering its understanding of PFAS throughout the District, and preparing to comply with new and future regulations expected in the District’s next permit term (2025-2030). Current information on the District’s PFAS Initiative, including the actionplan, can be found at https://madsewerpfasinitiative.org/.The expectations to support the District’s PFAS Action Plan starting in 2024 are outlined below. Additional support will occur in 2025 and 2026, respectively, and are expected to be flexible enough to build off information – gathered by the District in previous years and the consultant during the life of the contract. In addition to the outlined expectations and timeline below, the District is also requesting that the consultant serve as liaison between the District and the contract laboratory chosen for sample analysis; perform quality assurance review of laboratory reports; advise and assist the District on sampling approach and protocol as needed; train District staff on proper sample collection; provide data (previously acquired and new data) to District staff in a navigable dashboard, with the ability to combine data sets including previousdata and future data; and prepare a comprehensive report summarizing and interpreting thefindings of the efforts for each of the three sampling years of the contract and otherdeliverables as specified below:Influent and Effluent Monitoring – For the 2024 sampling year, the District plans to continuewith a similar sampling protocol to what was used in 2023 monitoring, which is intended to collect and analyze samples according to DNR administrative rule protocol (Wis Admin Rule NR106). This is the same protocol anticipated to be in the District’s permit after permit reissuance occurs in 2025. The sampling protocol includes monthly sampling of composite influent and effluent as well as quarterly sampling of biosolids to be analyzed for the Wisconsin 33 list of PFAS compounds. District personnel collect samples, and the samples are then prepared and provided to a contract lab for analysis. The 2023 sampling plan is attached as an example.
