Specifications include, but are not limited to: 2.1 Responsibilities for this contract shall include plowing and sanding all access areas in a given region or as spelled out in the contract with the Department. 2.1.1 SNOW REMOVAL – Contracted vendors shall have 24 hours to complete plowing once a snowfall event has ended. Vendors shall plow any access area within their contracted region when there is one of the following: a. A snowfall event greater than 4 inches within 24 hours; b. An accumulation of snow greater than 4 inches over multiple days; c. In the case of larger storms, vendors shall plow every 4-8 inches so as to avoid allowing large amounts of snow to accumulate. Snow accumulation >8 inches often result in the public getting stuck, plowing themselves, or generally creating difficult plowing conditions; d. Upon request by the Department. This may result in as few as one site needing to be plowed (or sanded) at the contracted price; e. Contractor must not plow snow in front of portable toilet facilities or boat ramps. Any snow that accumulates in front of the toilet facilities as a result of plowing activities shall be removed by the plow contractor. 2.1.2 SANDING – Contracted vendors shall sand access areas only when needed or upon request from the Department. Sanding shall not be a routine activity that occurs after each plowing. It is encouraged that vendors communicate with Department staff if/when sanding occurs more than once per week. 2.1.3 Hourly Rate – From time to time, fishing festivals, special events, or new locations may be added. This hourly rate will be used to come up with an agreed upon price between the Department and vendor for individual sites. 2.2 There are 7 plowing regions and the number of access areas ranges from 2 to 18, which is based on proximity to other access areas in the general vicinity. Additionally, there are 3 isolated access areas listed under the region titled “Isolated Sites.” 2.2.1 Vendors may bid on all 7 regions, plus the 3 isolated access areas, but no one vendor will be hired to plow all access areas within this bid. 2.2.2 For a bid to be considered eligible, a prospective vendor MUST provide pricing for every access area in a given region. A vendor that does not have pricing for every access area in a region will be considered incomplete and will be disqualified from bidding on that region. 2.2.3 The only exception to being required to bid on every access area in a region is for the region listed as “Isolated Sites.” You only need to bid on 1 of these sites, but you can bid on all 3 of them. a. These sites are listed separately because two of them (Hoyts Landing & Lake Sadawga) are in excess of 30 miles from any other access area. b. The third, Chimney Point, has a residence and state office located on site and it is situated in an area prone to snowdrifting. Therefore, there may be a need to plow this area more frequently than the 4-inch minimum snowfall that is required in this bid. Plowing will often be conducted upon request and outside of the normal plowing route that would take you near this site. 2.3 The Vendor will be required to provide all equipment, fuel, and labor necessary to provide the services as detailed in this solicitation. 2.4 Prices shall be firm for the initial contract period. There will be two optional rate increase; one in year 3 and the other in year 4. 2.5 All equipment used must be in good operating condition, capable of producing professional looking results. Problems with equipment reliability and job quality will be justification for the Department to terminate the contract or require equipment upgrades as a condition of contract continuation. Additionally, the vendor shall be responsible for any damage caused to Department infrastructure such as docks, bulletin boards, etc.. 2.6 The number of access areas or plowing locations may change based on the Department’s funding or fishing regulations. If sites are added after the contract is executed, both the contractor and Department shall agree to a price per plow in writing.
