Specifications include, but are not limited to: MHD seeks a cloud-based Laboratory Information System (LIS) for all in-scope public health laboratory services (see page 12) to drive process improvement, promote health information exchange, and improve data capture. Proposals are limited to proposers that: 1. Provide a cloud-based solution 2. Provide an existing "off the shelf" comprehensive LIS 3. Serve the unique needs of a public health agency 4. Provide an LIS that supports clinical, environmental, and surveillance testing needs 5. Have the ability to interface with MHD's TBD electronic medical record (EMR), Wisconsin Department of Health Services (WEDSS), and the Centers for Disease Control and Prevention (CDC) 6. Adhere to the following exchange/data standards: ICD9/10 (International Classification of Diseases), LOINC (Logical Observation Identifiers Names and Codes), CPT (Current Procedural Terminology), SNOMED (Systematized Nomenclature of Medicine), and nationally available medication terminology; generate as well as accept HL7 messaging 7. Comply with all Health Insurance Portability and Accountability Act (HIPAA) and the Health Information Technology for Economic and Clinical Health (HITECH) Privacy and Security Rules 8. Provide role-based access controls and audit logs 9. Have extensive experience hosting an LIS 10. Have successfully implemented the solution in at least two (2) other public health departments of equal or greater size and scope of services within the last four (4) years 11. Leverages Microsoft Active Directory for login credentials 12. Achieve an improved level of performance for report management and quality control attained by the current data management systems 13. Are CLIA, EPA, AIHA, DATCP, and CDC- Select Agent Program Compliant
