Specifications include, but are not limited to: Iowa County is issuing a Request for Proposal (RFP) for interested Contractors to submit proposals for Snow Removal at the following Iowa County Locations: Courthouse parking lot and sidewalks; Health and Human Services parking lot and sidewalks; Law Enforcement Center parking lot and sidewalks; Old Sheriff’s office lot; path to tower gate only and street sidewalk; Instructions for Contractors 1. Snow plowing/removal shall automatically occur when there is a snow fall in excess of 2 inches. Contractor is to have snow removed from designated lots and sidewalks before 7:30 am and may be called for additional plowing/removal at the rate specified herein. 2. Emergency vehicles must be able to enter and exit the Iowa County Law Enforcement Center 24 hours a day – 7 days a week. 3. Snow removal services shall be performed at times mutually agreed upon between owner and contractor. Contractor shall be responsible for complying with all local ordinance regarding working times. 4. The contractor shall be responsible for providing and for placing signage, barricades, tape and all other safety/traffic control equipment as appropriate to protect the public, surrounding areas, equipment and vehicles. 5. The contractor shall keep snow levels behind all curbs at the traffic intersection of the government lots, streets and internal circulation areas below the level for clear visibility of vehicle operators. Snow piles can be managed and piled onsite in areas designated by the Facilities and Grounds Director. 6. The contractor shall be responsible for all damages to the owner’s property caused by either equipment or operator error. The owner reserves the right to repair any damages with other sources if the contractor fails to do so within a reasonable time of notice and repair. 7. A contract shall be considered by Iowa County based upon a recommendation from staff regarding the most responsive and responsible bidder. The Contractor shall cooperate with staff in providing the required certificate of insurance, and or other information requested. Iowa County reserves the right to reject any or all proposals, in part of in total. 8. Contractor shall maintain parking lots and sidewalks to conform to public and commercial standards. Ice and hard packed snow shall be salted/sanded to achieve the safest driving/parking/walking conditions possible. Salt or sand shall not be distributed so profusely as to create an unreasonable amount of tracked debris into the buildings.
