Specifications include, but are not limited to: • Consult with all agencies that may be involved with an active shooter to understand their concepts, tactics, and support role during an active shooter engagement as well as their shortcomings that need to be addressed. • Provide a "best practice" for testing emergency action plans. • Provide a phased active shooter response plan starting with the 9-1-1 call, active response, incident support, re-integration, and recovery operations. • Provide a "best practice" for mutual aid support during an incident to include capabilities available within the state i.e., TAC Teams, tactical MED teams, K-9 teams, available Robots as well as their response times. • Consult with the RI AG office to ensure tactics, response capabilities and support operations written in the plan are lawful. • Provide a shortcomings list by department or organization that can be utilized to address potential problem areas for consideration. • Provide an "equipment needs list" by department or organization that could be beneficial to increase response time, neutralization of the threat, interoperability, capability, and recovery for a mass shooting within Rhode Island.
