Specifications include, but are not limited to: Through this Request for Proposal (RFP) the Agency of Human Services/Health Department (hereinafter the “State”) is seeking to establish contracts with one or more companies that can provide a framework to support data governance of Department of Health data. The Vermont Department of Health collects and maintains varied data systems and sources. As the department engages in new data modernization efforts, there is recognition of increased needs for data governance. The department seeks a consultant to develop a data governance framework. This framework must ensure shared understanding and vision of data governance and must address multiple types of data; facilitate the abilities to share information and create interoperable systems, within the department, Agency of Human Services, State Government, and externally with partners; and include documentation of existing processes. Outcomes will include, but not be limited to recommendations, procedures and protocols, and identification of gaps within existing structures and systems, along with concrete action steps to resolve them.
