Specifications include, but are not limited to: The Wisconsin Department of Health Services (DHS) is seeking proposals from Vendors that have the technical expertise to configure and expand the use of DHS’ existing software solution called CAREWare. CAREWare is an existing software system solicited by Health Resources and Service Administration (HRSA) for the purpose of gathering HIV/AIDS data on individuals in the program. All Ryan White recipients and subrecipients are required to submit data to the Ryan White HIV/AIDS Program (RWHAP) as a condition of receiving this funding. This includes data on clients served, services provided, and the associated expenditures to gather data from all funded jurisdictions. RWHAP funded recipients and subrecipients are not required to use CAREWare, rather it was developed so that all funded entities are ensured to have access to some mechanism for data reporting. DHS intends to award one or more contracts to vendors that can provide the following services for Lots 1 and/or 2 below: Lot 1: Assist in the configuration of the existing Wisconsin instance of CAREWare for the six Part B Ryan White funded subrecipient agencies including each subrecipient having access to their own domain within Wisconsin’ CAREWare that has contracts and subservice categories set up. Subrecipient agencies can import data, run reports, verify eligibility, and hand enter clients, as needed. Lot 2: Develop a method for importing HIV care data required for the HRSA-required Ryan White Services Report (RSR) into the DPH CAREWare system for the purpose of documenting clients’ services and reporting to federal funders. Subrecipient agencies can export their data from their medical record system or other case management systems into CAREWare without having to duplicate the data. This could be a Health Level Seven interface, data transfer manager process, or other methods approved by DHS. The Department of Health Services does not guarantee to purchase any specific quantity or pay any minimum Contract price during the term of the Contract Proposals that require a minimum number of commodities or services be ordered will be disqualified.
