Specifications include, but are not limited to: establish contracts with one or more companies that can provide a system(s) that utilizes modern features and functions to better track and manage oversize/overweight commercial vehicle permits and routes throughout the State of Vermont. The current issues with manual processing of oversize / overweight Commercial Vehicle Permits are as follows: • Current processes are piecemeal, unsupported, and frequently broken. • Emergency permits are conducted by calling DMV Watch Command after hours and on weekends • Much of the agency review process is conducted using email, which can be unreliable and prone to delays due to staff availability, leading to delayed permit issuance. • Permit services are only available during AOT/DMV business hours of 7:45am-4:30pm. • Emerging roadway restrictions will remain difficult to inform affected permit holders due to lack of automation. Vermont desires a COTS (Commercial off the shelf) solution regarding manual processes involved in the issuance of oversize/overweight commercial vehicle permits.
