Specifications include, but are not limited to: The responsibilities of the selected lead consultant include: Management, under DCCE oversight, of the day-to-day operations of all IRA and BIL funding opportunities that make up the portfolio. The specific requirements of each funding opportunity will vary based on factors such as the following: • Where DNREC Has Already Applied, and Is Already Managing, Funding Opportunities. In some cases, DCCE has already learned of requirements and procedures to apply for certain federal funding and has applied and/or received grants. In other cases, DCCE is aware of the application requirements and procedures but has not yet applied. Still in other cases, the application procedures are not yet defined by the U.S. Department of Energy (DOE) or Environmental Protection Agency (EPA). • Funding Opportunity Requirements and Current/Future Guidance. Other factors that will affect the scope are driven by the requirements of each funding opportunity in the corresponding legislation, the Administrative and Legal Requirements Document (ALRD), as well as the Guidance that has been, or will be provided for each funding opportunity. For example, Build America, Buy America regulations may apply to certain projects funding physical improvement measures but may not apply to some where only technical support is provided. Bidders must read all the available documentation for each funding opportunity to determine which factors apply, as well as the depth of rigor required for any applicable factor. With the above as background, this section outlines the responsibilities of the selected lead consultant for the portfolio and each of the programs within it. • Grant Application Preparation and Data Request Response Support. The lead consultant shall gather data for federal grant opportunities for which Delaware is interested but has not yet applied, including but not limited to: data within Delaware/DCCE or from current program administrators; research into grant opportunity requirements; drafting content for funding opportunity applications and obtaining DCCE review and approval before grant request submission by DCCE. The lead consultant shall maintain project plans for these efforts and any other workstreams under their management. • Provision of Subcontractors. The vendor shall maintain a network of subcontractors who have adequate staff capacity to engage in the DCCE portfolio as needed.
