Specifications include, but are not limited to: a. Equity Audit: Perform a comprehensive equity audit and analysis on the UI customer entry points. UI customers include unemployed and underemployed individuals, as well as employers. This operational business process review must identify areas where changes in business processes could lead to overall improvement in program equity and access. b. Customer Portal Consultation: Consult with the UI modernization team, including Department employees and third-party vendors. The Contractor will be responsible for making suggestions that will help ensure the new systems are built with equity and access in mind. We anticipate that this will require participation in weekly meetings. The Contractor will provide equity and accessibility consultation and advice to the modernization team, such as ensuring the system confirms the customer’s primary spoken language. c. Editing to increase access: Edit the UI vital documents and websites to increase accessibility and clarity. This may include plain language translation, accessibility tagging, adding or changing graphics, ADA edits and other services that increase access and ease for the reader. The Vermont Department of Labor cannot change the requirements of the UI program, so the essential message needs to stay the same. The Contractor will not be directly editing the Department’s website but will provide edited material to Department staff to post.
