Specifications include, but are not limited to: 1. Provide a vendor-hosted cloud solution. 2. In collaboration with the DPL’s Project Management Team, provide a detailed Project Management Plan. 3. Requirements traceability and validation based on the response to requirements listed in Appendix B as part of the Vendor Questionnaire indicating how to achieve requirement functionality (Out of the Box, Configurable, Customizable, with Third Party Tools etc.). 4. Solution design and development including configuration to meet relevant state and federal law, regulations, policy, and functional, non-functional, and technical requirements. 5. Design, development, execution, and testing of data conversion/migration between the existing system(s) and the new solution. 6. Design, development, testing, and implementation of updated interfaces / extracts / uploads (internal and external) for all data exchanges with current systems. 7. Develop or customize reports which are not present in the new solution but are needed for business operations. 8. Review existing KPIs in Appendix C to identify areas of opportunity for improvements. 9. Test the new solution tracing back to the requirements for functionality, integration, security, and performance. 10. Support User Acceptance Testing. 11. Implement and provide access to use and administrative rights to the solution. 12. Provide Warranty Support as per General Contract Terms in section 6.7. 13. Emergency preparedness, disaster recovery, business continuity. 14. Transition appropriate functions to state staff including documentation and knowledge transfer based on mutually agreed upon timeline before end of contract.
