Specifications include, but are not limited to: The Wisconsin Department of Health Services (DHS) is seeking proposals for Disproportionate Share Hospital (DSH) payment auditing services from a certified Independent Public Accounting (IPA) firm and intends to use the results of this process to award a Contract. The Vendor will conduct an audit of Disproportionate Share Hospital (DSH) payments made to hospital providers certified under the Wisconsin Medicaid program. Auditing services must be performed in accordance with federal regulations that requires an independent auditor to verify whether the State's method of computing the hospital specific DSH limit and the DSH payments made to the hospital comply with the items required by Section 1923(j)(2) of Title XIX of the Social Security Act. The Vendor will perform audits of both Wisconsin's Supplemental ("big”) DSH and Standard ("little”) DSH programs for State Fiscal Years (SFY) 2024 and 2025. If the optional renewals are executed, audits of two subsequent years, SFY 2026 and 2027, will also be performed.
