Specifications include, but are not limited to: I. Study and Report Phase (Planning) Services A. Program and Project Management The respondent shall provide sufficient and well-organized personnel to manage the Project throughout the entire period of the Contract awarded as a result of this RFQ. • Regularly communicate and coordinate with NBC staff, • Coordinate the Project Team and manage all work to satisfy NBC goals, and objectives, • Organize and attend project team meetings, including preparing meeting agendas, presentation materials, and meeting minutes. • Prepare a project schedule and update it monthly (or more frequently as appropriate) • Implement quality assurance and quality control protocols and standards to ensure that the NBC’s quality goals are met. Deliverable: Weekly or bi-weekly meetings with meeting minutes and monthly project reports, with sufficient detail for NBC staff to determine whether the Consultant is performing to expectations and is on schedule and budget. The monthly progress reports shall communicate interim findings and provide information about any difficulties or special issues that need to be remedied. B. Project Analysis, Data Collection, Condition Assessment and Review Analyze NBC’s existing electrical infrastructure, supply, distribution, and standby power facilities pertinent to the needs of this project. Perform field reviews and investigations, evaluate existing conditions, and research existing plans and records as appropriate. Existing Facilities Condition Assessments Compile an inventory and perform multidisciplinary field inspections to assess and document existing conditions and appurtenances. As appropriate, inspections and investigations may include installation of data loggers on select to develop equipment use profiles, field tests and other means needed to evaluate electrical demand. Inspection and condition assessments, should include, but not limited to: • All electrical supply, distribution, and control equipment, including switchgear and related electrical power and control equipment, MCCs, standby power generation, site lighting, security, and fire alarm, etc. • Energy Audit and Analysis • Existing pertinent civil-site, geotechnical and structural features such as subsurface soil conditions, retaining walls/structural elements, underground and overhead utilities, stormwater management system(s), paved areas and markings, security systems, security fencing, sight light foundations, etc. • Meet periodically with NBC staff and other agencies, during the progress of the project, for appropriate guidance and coordination. The Consultant shall take notes during all meetings and publish meeting minutes that shall be submitted to the NBC for approval within one week after meeting. Deliverable: Technical Memoranda summarizing the consultant’s field reviews, research, test results and existing conditions assessments, complete with findings and recommendations.
