Specifications include, but are not limited to: The State of RI – Department of Corrections is looking for a quote from vendors to provide a solution to track the offenders in and out of cell time as well as cell observation via a mobile device. 1. One security first to implement and make sure it was going to meet the federal court’s needs. 2. Estimated timeline for implementation since this needed to be done in a timely fashion. a. The device must be rugged MIL-STD-810G compliant and IP68 handheld device. b. The battery must be easy to replace and quick charging via a cradle. c. The device must work offline, there is no WIFI capabilities at this time in the securities. d. Must run stand-alone and sync back to portal. e. The vendor must be able to provide encrypted microchip sensors to be placed near each cell for scanning inmate cell observations or for offender tracking out of cell for medical, movements, recreation, incidents possible photo/video capabilities. f. The vendor must also provide offender bracelets that will be scannable with minimal information about the offender – inmate id, name, dob. g. Must provide any alerts to the device for example checking cell for suicide watch every 30 minutes. h. Must interface with our in-house Offender Management System – INFACTS (Inmate Facility Tracking System) – Oracle back-end with PowerBuilder front end. i. Must provide shift command center with a view to everything happening in this unit. j. Must provide capability for simple powerful reporting – ability to pull a report easily for specific area for the courts to meet their litigation demands or a report for the Wardens, Director etc. k. Must be CJIS compliant. l. Easy to administer the roles and permissions to devices/application m. Secure 99.9% uptime servers n. Encrypted at-rest and in-transit o. On a scalable government preferred cloud-environment p. Training for system as well as materials and application guides.
