Specifications include, but are not limited to: The STATE seeks to procure a Commercial-off the-Shelf or Software as a Service solution for the purpose of improving the NDHHS' responsiveness and coordination of data & resources during catastrophic events, large-scale disasters, and emergencies. It must be a configurable solution for the tracking and management of patient locations & electronic health records (EHRs). The ideal solution would also support available bed registry, vehicle inventory management, points of dispensing management, general population shelter management, volunteer management, mass notifications, and surveys. A single vendor solution is desired, however, a multi-application, multi-vendor approach, may be chosen, if a single vendor solution does not meet all business requirements. The chosen solution(s) will be used by STATE employees, Local Public Health and other authorized healthcare providers. Primary goals and objectives: Implement a cloud-based system with shared infrastructure Improve interoperability (automate where possible) with partnered healthcare provider systems Modernize system(s) and improve data security Reduce number of systems to operate and maintain Eliminate multiple licensing structures and multiple user logons Create more seamless integrations with applicable NDHHS systems Reduce data quality issues (data entry errors, real-time access, transfer speed/interoperability) Replace manual data entry processes (automate where possible) Support "in the field" data entry via mobile devices Improve workforce utilization Easily scale up or scale down in the event of an emergency Applicable Directives
