Specifications include, but are not limited to: Task 1: Hazardous and Universal Waste Inventory The selected firm will create a comprehensive inventory of all containerized hazardous waste and universal waste at the Site. The inventory will be organized by location and floor and will include but not necessarily be limited to: • Number and size of hazardous waste containers • Types and locations of universal waste • Container status (full, empty, partially full) and labeling, container condition, and apparent contents. • Sampling and testing requirements for each container, and whether multiple containers might be consolidated for sampling and testing • Mobilization and containerization requirements • A sketch showing the container and tank locations. The inventory will be presented to MARC upon completion and prior to container sampling to allow for separate Brownfields Site Specific Quality Assurance Project Plan (SSQAPP) Addendum approval for laboratory testing (Task 2). The waste management contractor should anticipate a one-month SSQAPP addendum approval period before samples can be collected. Task 2: Container and Tank Sampling The selected firm will collect samples of contents from containers and tanks upon approval by MARC. Samples will be turned over to MARC’s consultant (LE Environmental), which will arrange for testing under a separate Brownfields SSQAPP Addendum. The hazardous waste management contractor will not be responsible for sample transportation or testing, or for SSQAPP preparation except to assist LE Environmental by providing Standard Operating Procedures for container and tank sampling for inclusion in the SSQAPP Addendum. The analytical data will be provided to the hazardous waste management contractor upon receipt. Task 3: Tank Closures The selected firm will decommission all existing tanks in the building. According to the Phase I ESA there are two 4,000-gallon fuel oil above ground storage tanks (ASTs) and a 275-gallon fuel oil AST. Work to be done in accord with Vermont Department of Environmental Conservation Above Ground Storage Tank Rules. Cleaned ASTs and related piping will be removed from the Site under this contract. Task 4: Packaging and Staging The selected firm will repackage and stage hazardous waste and universal waste on site for pickup transport and disposal. This will require relocating wastes from their current locations to an accessible location to be discussed with the Site owner in advance. Packaging and staging to be performed in accord with the Vermont Hazardous Waste Management Regulations (VHWMR). Empty drums and other containers will be removed from the Site under this contract. Task 5: Transport and Disposal The selected firm will provide an updated cost estimate for transport and disposal upon completion of Tasks 1-4. Note this work may be funded by a different MARC funding source and may require a separate contract from the other tasks. Once approved, the selected firm will pick up, transport and dispose of all wastes generated during the work including hazardous waste, universal waste, and nonhazardous non-universal waste (scrap metal, RCRA empty containers, etc.). Detailed records of all wastes will be maintained by the contractor and will be provided to MARC. Task 6: Draft and Final Report The selected firm will prepare a draft waste management report for distribution to MARC, SRDC and DEC. The report will include inventory, consolidation records, waste manifests and bills of lading, analytical data to be provided to the firm, sketches, and photographic records of all wastes. Following review by MARC and SRDC, comments or questions will be addressed in a final report to be submitted to MARC and SRDC.
