Specifications include, but are not limited to: There will be a total of approximately 1,100 survey miles and approximately 27 survey hours based on survey flight speed of 40mph. Survey transects shall be flown between January 1, 2024, and February 29, 2024. Areas will be surveyed in transects 1 mile apart or approximately 200 feet apart. Transects will be flown from point A to B in a straight line. There shall be no more than 500-foot deviation off the transect line except for safety or legal limitation. Areas to survey with transects 1-mile apart will be Mainland, Block Island, Prudence Island, East Bay, Jamestown, Aquidneck, and Tiverton/Little Compton. Areas to survey with transects approximately 200 feet apart will be Dutch Island, Patience Island, and Colt State Park. This will require a 25-foot overlap in the FLIR’s field of view when flying the survey. If elevation is required to change the distance between transects shall also change so the field of view overlap remains at 25-feet. Surveys shall begin no sooner than to 1 hour after sunset and shall end no later than 1 hour before sunrise. For all surveys, survey speed shall be 40 mph, but may remain between 30mph and 50mph. Survey flight should be conducted at 300-1,500 feet above ground level (AGL). Once an elevation has been determined by DFW and the pilot for safe operating, there shall be no more than 100 feet difference in elevation except for safety precautions or legal limitations. The bid shall say minimum and maximum altitudes able to fly and if the prices shall differ with different altitudes. The survey will be georeferenced with time, date, speed, and altitude. The FLIR footage shall not include the FLIR video outside of survey transects. The FLIR footage shall be recorded and saved and transferred to DFW on two physical storage devices such as SD cards, USB device, external hard drives or other physical storage devices approved by DFW. The FLIR footage shall be transferred to DFW by March 31, 2024. The FLIR shall be mounted to the base of the manned aircraft at the correct angle, looking straight down when the aircraft is flying. The bidder is responsible for acquiring all FAA flight permits and/or clearances to complete the survey. Any portion of the survey that cannot be surveyed shall be called out in the bid. Complete three 15-minute test survey within the survey time with all components of the FLIR at the set altitude and speed of the surveys. The data shall be recorded and delivered to DFW as will be done during the actual surveys to confirm all components (georeferencing, video, etc.) of the FLIR are working properly. The DFW has the right to change elevation, speed or the survey and the distance between transects for any reason within the limits as proposed in this document.
