Specifications include, but are not limited to: The State seeks: (1) a RHIO that is responsive to the needs of local Rhode Island stakeholders, adept at sustainable multi-payer financing, and experienced at translating healthcare policy goals into technology requirements; and (2) an HIE system that is highly interoperable, configurable, and up to date on modern data standards, transmission methods, and security protections. The vendor(s) must provide project management services throughout the implementation, configure/customize the system, and provide backup and disaster recovery services, user training, and technical support for all users. The successful vendor(s) shall work closely with EOHHS, RIDOH, the Division of Information Technology, the State Project Manager, and additional stakeholders on fulfilling the requirements of the domains below. EOHHS may issue one or two awards for work outlined in this RFP, one for each scope of work (SOW) or one for both. Vendors are encouraged to partner with additional qualified subcontractors if and where appropriate.
