Specifications include, but are not limited to:Respondents may propose alternative or additional solutions to program elements but must provide the appropriate rationale and justification to ensure that the program elements will be successfully met. The scope of work includes activities associated with the Emissions Repair Program authorized by the 2021 Vermont Transportation Bill (Act 55, Sec. 25). Since then, the Vermont Legislature has authorized up to $975,000 to establish a new low-income vehicle emissions repair assistance program, offering up to $2,500 per eligible repair. For bidders with the capacity to also provide eligible emissions repairs within their organization, the contract, if awarded, shall include additional auditing requirements to ensure that repair costs are reasonable.
