Specifications include, but are not limited to: • Department Overview – Analysis of Current Operations and Service Delivery o Perform emergency response data analysis. o Compare to industry standards. o Evaluate standard response components. o Establish processes for the development of short-term (1 – 5 years) and long-term needs (5 – 10 years) for station, personnel, major equipment, and vehicles. o Understand vehicle and equipment needs for fire services over the next 20 years. o Review organizational chart/structure. o Review current resource deployment strategy. o Review and evaluate critical issues and future challenges/opportunities. • Governance, Service Agreements and Contracts o Assess the functionality of the current methodology Assess current service agreements and contracts and, if advisable, suggest alternative model(s) for calculating the annual service costs to municipal partners. • Staffing Methodology, Current and Future Needs o Review current staffing levels and structure compared to similar sized districts/municipalities. o Analysis of current staffing levels and response times, and include recommendations of appropriate levels to ensure effective response times as recommended. o Determine best practice method to deliver staffing of Paid on-call, Part-Time, and Full- time employees, in the present and future. o Based on anticipated/projected growth and service delivery expectations, make recommendations regarding staffing levels for: next year, five years, and ten years. • Fiscal Analysis and Implications o Based on projected growth and how that growth may impact these services, the study should review, and project operating costs based upon the future recommended staffing projections. o Analyze short, mid, and long-term cost implications of all recommendations made in the study. Firm shall analyze revenue and funding sources from partnering municipalities and service contracts relative to their capability to fund the recommendation. • Planning for Growth o Based on anticipated and projected growth in the service area, provide options for future service models to consider. o Evaluate service options that include cooperative efforts with other organizations and partners.
