Specifications include, but are not limited to: A. Management 1. The CONCESSIONAIRE will designate a Site Manager who has the authority to: a. Operate and manage the required and authorized services within the land area and facilities assigned under this Contract. b. Employ staff to fulfill the contractual requirements. c. Act as a liaison between the CONCESSIONAIRE and DIVISION for all issues related to the Contract. 2. The Site Manager must be a resident of Rhode Island for the duration of the season throughout the entirety of the contract. 3. The Site Manager should have strong ties to Rhode Island, and a base knowledge of Rhode Island State Beaches. 4. The Site Manager must have prior experience in the proposed concession. 5. The CONCESSIONAIRE shall designate an “Acting” Site Manager in the absence of the Site Manager. Said Acting Site Manager must be compliant with all aforementioned items required of the Site Manager, and such Acting Site Manager may not take place of the Site Manager for more than 90 days per season. 6. All perishable and non-perishable food items must be removed from the premises at the close of the concession for each season. B. Hours of Operation 1. The CONCESSIONAIRE must provide the required services to the public from 9:00 AM to 6:00 PM, Monday through Sunday, from approximately May 1 to Labor Day. CONCESSIONAIRE may reduce or increase season upon prior written approval from the DIVISION. 2. Concession hours must be posted in a location visible to the public and the concession must be opened for business during the hours posted. i Failure to comply to specified hours without prior approval from the DIVISION will terminate CONCESSIONAIRE’S ability to remain open for the shoulder season. a. Closing times vary during the summer, up to and including 8:00 PM. 2. The concession premises will not be occupied between the hours of 10:00 PM and 7:30 AM at any time, unless authorized by the DIVISION. 3. The CONCESSIONAIRE will be allowed to occupy the concession premises from the hours of 7:30 AM to 4:00 PM twenty (20) days prior and twenty (20) days after the established beach season opening date for the sole purpose of preparing the concession space for the opening and closing of the concession stand. C. Shoulder Season 1. The DIVISION may also be interested in providing parking, restroom access and concession services to the visiting public during the shoulder season. 2. The shoulder season is considered from May 1st through Memorial Day and Labor Day through the end of October with weekends and/or weekdays being an option if approved by the DIVISION. 3. If the CONCESSIONAIRE wishes to provide the shoulder season option to the visiting public, the following is required of the CONCESSIONAIRE: a. The CONCESSIONAIRE must provide concession services. b. The CONCESSIONAIRE will be responsible for cleaning and maintaining the public restrooms during the shoulder season. c. The CONCESSIONAIRE will continue to be responsible for collection and disposal of any trash related to concession operations and any trash collected from restrooms during cleanings. d. The shoulder season hours must be posted and be consistent. i Failure to comply to consistent hours as agreed and posted will terminate CONCESSIONAIRE’S ability to stay open for the remainder of the shoulder season. e. Failure to clean and maintain the public restrooms will result in the termination of the extended hour’s option. f. Prior approval from the Division is required.
