Specifications include, but are not limited to: Delaware Health and Social Services, Division of Substance Abuse and Mental Health (DSAMH) is seeking proposals from qualified providers who will operate a range of substance use disorder services for residents of the State of Delaware. These services will encompass the DSAMH and The American Society of Addiction Medicine’s (ASAM) Criteria, hereafter referred to as “ASAM criteria,” and meet individuals’ medical, social, and behavioral health needs, including substance use, with or without other mental health disorders. DSAMH envisions an SUD system of care that offers a comprehensive continuum of evidence-based, trauma-informed, and recovery-oriented services. This system of care should offer all ASAM levels of care and, as much as practicable, provide multiple levels of care within one provider to reduce care transitions. As such, this solicitation is designed to fund new ASAM level of care programming, including new programs within existing providers to enable clients to remain with their provider of choice when service needs necessitate a change in services. DSAMH also wishes to fund services that meets the needs of special populations who remain un- or under-treated by the SUD system of care.
