Specifications include, but are not limited to: DFI is looking to replace the current Trademark/UCC Filing platform with a platform that is fully functional to administer the Trademark and UCC business, in accordance with Chapter 132, Chapter 409 and Chapter 779 Subchapter XI of the Wisconsin Statutes and DFI-CCS 1-7 of Wisconsin Administrative Rules. The new System must have capabilities to support the other DCCS lines of business in the future so that DFI is able to have a fully unified integrated System. The State’s current System for UCC and Trademark records is a vendor hosted cloud solution that went live in 2019 and will reach the end of its Contract period in 2025. This RFP is intended to replace the current System with a new vendor hosted System. The State expects to maintain the ability to have most Filings completed online or via XML integration with third-party Filers and processed without human review but must maintain the ability to accept and process paper Filings as well. The vendor’s System is required to integrate with the State’s contracted payment provider for online payments (US Bank) and with the State’s proprietary System for other payments. The State has budgeted for work to begin on the implementation of this project in Q3 2024 and would need to be launched by the end of Q1 2025. The state envisions moving additional product lines onto the vendor System in the upcoming years, as such, the capability of the vendor to accommodate future growth in other program areas is important to the State. Other program areas include Business Entity registrations, Charitable Organization registrations, Professional Employment Organization registrations, Notary commissions, Apostilles certifications, Video Service Franchise certifications, and Homeowner’s Association registrations.
